Converting into a PDF

I have a word document, in the document there is a table of contents. When i
PDF this document my links on the table of contents are no longer active. Is
there a way to keep the links on the table of contents active in a PDF
document.

That would be an option somewhere in your PDF creation software, not in
Word. For example, various versions of Adobe Acrobat allow you to
choose to preserve hyperlinks and/or enable tagged PDFs in the
conversion options.
