Probably isn't any "best" way. Zip is simply a compressed archive of files,
of any sort.
PGM seems to mostly be used for a graphics format for grayscale images.
You're talking apples and potatoes.
Assuming the file(s) contained in the zip file are images of some sort,
IrfanView (www.irfanview.com) can do the job, once you extract the files.
