Is it possible to convert/import/link a offline file to Outlook, when I no
longer have access to the Exchange Server? A simple *.ost to *.pst converter
would help.

Depending on your version of Outlook you can use ost2pst. Just do a
websearch for a download location.

You might try working offline and seeing if you can access the OST that way.
If you can, then you can create a PST and copy or move the items to it.
