Converting Access form to HTML page

We have a very small IT shop, and I am trying to limit the number of MS
Access licenses we need to purchase.
I am trying to migrate my Access 2002 tables to our SQL server, and convert
the forms to a format such as HTML that I can open with Internet Explorer.

When I export my form (which is a switchboard) to HTML and open Internet
Explorer I can't view it. I tried exporting it with Default Encoding as well
as the 2 uni-code choices and that didn't make a difference.

I did check some of the threads listed here, such as making sure the files
are all in the Web folder, and ensuring that the HTML file name is under 8
characters.

Is this possible to do, am I just missing settings, or do I need other
software to make it work with the HTML pages?

I appreciate any feedback.
