If you have Adobe Acrobat installed, you choose File, Print
In the print dialog, choose the "Adobe PDF" or "Distiller" printer, depending
on which version of Acrobat you have.
Next to "Print what" pick Notes Pages
Print
If you don't have Acrobat, let us know what software you currently use to make
PDFs.
