Convert path to url form

How do I convert -

H:/folder/file.txt

to -

//my/server/folder/file.txt

in c#,

Although note that your example output is strictly neither "url" nor
"unc" form... "url" form should be file://server/etc, "unc" form
should be \\server\etc
