convert file

I'm trying to open an old file, that saying the current user account doesn't
have permission to convert or open. The guy who created it said it doesn't
have a password,

Any help

Try to Open the File from the Latest Access version (say Access 2002) by going
Tools>>Database Utilities>>Convert Database>>To Access 2002 File Format.
