What formula is used to convert decimal degrees to circular degrees
(deg,min,sec) and visa versa?

When I do this, the "dd" represents DAYS not degress so the conversion result
always shows a max of "30" or "31" for degrees then goes back to 1.

Format the cell as [hh]:mm:ss to properly display values such as 107:30:45.

You shouldn't be using dd in the format of the cell.
I suggest you re-read the page referred to.
