It depends on the format of the .dat file. Dot Dat could be created from many apps and be in many formats. Use your text editor (notepad.exe) to view file if possible. If a fixed length text record, you'll need to know the format (columns) of the record and import to Excel as Fixed Length. If the file is a CSV (merely named as .dat) you could import as delimited record.

If the file is proprietary to some software but in some binary form you're probably out of look. If it happens to be in a random length format common to some software, predominantly a form of Basic, then you'll need to know the columns, data types, and lengths. Then you could potentially write a VB program to output to text.
