converging new user mail with old user mail

I have an Outlook profile configured to use Exchange. A new user will be
taking over the position. I would like the new user's email to just pick up
where to old user's left off. In other words, I want the old users email to
remain in the Outlook folders on the client, and the new users will be added
on as they come in. (Auto-archiving is already in place to avoid
accumulation). Would this be best handled by switching the old users account
to a POP3 mail account (for the time being), and then adding the new users
account as an Exchange account on the same client?
 
No, don't even think about POP3.

To start with provide the new user with their own user account and mailbox
so he/she can have his/her own personalization. After this you basically
have 2 options;

1) Use Exmerge on the Exchange server to extract the mail from the mailbox
of the user that is leaving. If you want to force the current folder
structure on the new user you can use Exmerge again to restore the extracted
mailbox to the mailbox of the new user.

2) Lock the current user's account and set mailbox permissions via AD U&C so
the new user can access the mailbox as an additional mailbox in their own
profile. The new user can then move the messages to his/her own mailbox
accordingly.
