There aren't options like you suggested.
I also tryed with NorthWind database, buttons have
controltips but they are never showed.
 
Not sure to which post this is a reply, but sometimes the control tip text
popups don't show because the control is "behind" something. While in the
design view of the form, click on the command button, then go to Format |
Bring to Front and click that (menu bar). That often fixes this problem.
