ControlTip Text not work when object surrounded by rectangle?

Have a button with ControlTip Text. Works fine when not
surrounded by rectangle but when you draw one round
button the Text does not appear. Why? Solution anyone?

The rectangle likely is on top of the button. Click on the rectangle, and
then click Format | Send To Back.
