ControlTip Text Property Statement in Access 2002

The ControlTip Text property statement for an object in a form does not
display in access 2002.

Normally it does. Are you saying it never does, for any object on any form?
Or are you trying to debug a particular case where it isn't displaying? If
the latter, the most common cause of this is that some other control --
often a rectangle or "box" control -- is sitting on top of the control in
question. To resolve that, in design view select the control and then click
menu items Format -> Bring to Front.

The ControlTip Text will not display for an Option Group nor a command button. Both objects are in the data section of the form. The ControlTip text is for the entire Option group and the control button is not within the option group. I have also tried adding text boxes on other forms within the database with no luck displaying the controlTip text.

Did you try Bring to Front, as I suggested? Your description makes it sound
like that's not the problem, but I want to make sure.

Searching the web, I find a few descriptions of a similar problem. In some
of these cases, they say the controltip "takes a long time" to appear; in
others, that it doesn't appear at all. If you leave the mouse pointer
positioned over the control for a long time, without your hand on the mouse,
does the tip eventually appear?

Does it work for other databases? Maybe this one has some sort of
corruption. If that's the case, try creating a new blank database and
importing all the objects from the original.

Could you try it with a different mouse, to make sure the mouse isn't
hypersensitive, and sending lots of little "I moved!" signals?
