Controls are not visible in Form View

Created a new form based on a Select Query. Designing the form everything
fine. Saved the form as I would any other. Open the form in form view
nothing, completely blank (Header, Detail, Footer - Everything) In form view
if I hit the Filter button on toolbar controls appear. What up?
 
This happens when the form's recordsource returns no records, and the form
does not allow additions.
