Control Userpasswords2

Does anybody have any idea why I can have two identical machines, both
loaded XP Pro SP2. When I go to Start>Run>Control Userpasswords2, to
setup AUTO LOGIN, One PC allows me to uncheck the "Users must
enter.... blah blah blah..." box, but the other does not have the
selection.

Again, both pc's are as similar as they can be, both the same username
logs in, Domain Users carry local admin priveliges..

Any help?

Do you mean the option is "grayed out," or is it simply not there?

Simply not there
You wrote, "Domain Users carry local admin priveliges..." Does this mean
your computers are on a domain? If so, this may be why the option is
not available. When users log on to a domain, they are logging on to the
Domain Controller, not the local computer (I am simplifying things a bit
here). You may not be able to auto-logon with this method on a domain.
Have you tried installing the TweakUI Powertoy for Windows XP? It might
give you the ability to Auto-logon even on a domain (I haven't tried
this myself).
