Use the Registry editor and navigate to the following keys, if applicable:
[HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
and/or
[HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
In the right-hand pane delete "NoFolderOptions".
If you do not feel comfortable editing the registry then please download the
following registration file to your desktop from my site.

Right-click "folder_options.reg" and select MERGE to merge into the
registry. NOTE: You can view the contents of the file by right-clicking the
file and select EDIT.
**You may need to log off then log back to gain access to Folder Options
after applying the fix.**
If you have Windows XP Pro, please use the Group Policy Editor.
Start > Run > gpedit.msc
Then navigate to:
User Configuration > Administrative Templates > Windows Components > Windows
Explorer > Double-click "Remove the Folder Options menu from the Tools menu"
and select "Not Configured"
