How can I hide "Control Panel" from regular users on a
Windows XP machine? Besides the users that XP creates I
created three more and I want those users not to be able
to use Control Panel.
 
See www.dougknox.com, Win XP Utilities, Windows XP Security Console. You can control this restriction, and many others, on a per user basis with this application.
 
Put the three users in the 'Users' group (that's where they should be by
default), and assign permissions on the file named 'Control.exe' so that
only the Administrators group has access to it. Alternatively, restrict
permission on each specific .cpl file for a given applet that you do not
want them to access.

For a more comprehensive blocking mechanism, run 'GPedit.msc' and explore
the options. BEWARE -DON'T APPLY ANY POLICY YOU DO NOT UNDERSTAND (click on
the 'Explain' tab first) because you may end up locking yourself out of
useful functionality!!
