how can I start up the control panel from a cmd line?

Type control in Start/Run.

I tried that from a cmd line and nothing happened

I am trying to use run the control panel from a cmd.exe window so I can made
privileged modifications while logged in as a normal user

is that clear?

Another option:

From Command Prompt, type:

Start shell:controlpanelfolder
