Control panel windows behaving strangely

When i open Control Panel I see all the icons as normal - it's in Classic
View. However when I open any of them, the new window appears behind the
control panel window instead of on top. I thought nothing was happening at
first until I moved to main control panel window out of the way.

How do I fix this? Every other window behaves normally as I have set them.
