Control Panel Viewing Question

I have my "Control Panel" set to display icons in alphabetical order.

However, when I do a complete shutdown and reboot the computer, they
are arranged in "details" order by comments in reverse-alphabetical
order.

Besides not rebooting my computer, how can I have the Control Pannel
keep the way I want? All the other folders on my computer appear to
be keeping the way I want them viewed and I have enabled 'remember
each folder's settings'?

Any help would be appreciated.
