Okay, just so I get this straight:
1) When you switch to "Use Windows classic folders" (in Tools -> Folder
Options -> General), you see which:
(a) A list view of applets.
(b) A category view of applets.
When in this view mode, is there:
(c) A left-side pane for "common tasks"?
(d) No left-side pane for "common tasks"?
2) When you switch to "Show common tasks in folders" (in Tools -> Folder
Options -> General), you see which of the following:
(a) A list view of applets.
(b) A category view of applets.
When in this view mode, is there:
(c) A left-side pane for "common tasks"?
(d) No left-side pane for "common tasks"?
If (d) is true, is there:
(e) A toggle link to switch between classic and category views?
(f) No toggle link?
If (f) is true, is the chevron icon for the "Control Panel" section:
(g) Pointing up (meaning that section is expanded to show its
tasks)?
(h) Pointing down (meaning that section is collapsed)?
If (h) is true, well, you've collapsed that section so its tasks are
hidden. The downward-pointing chevron (arrow) is like any other
drop-down list where you click on that arrow to show what is under that
list. Just click the chevron to expand it to see the tasks available
under that section.
