Control Panel Question

The view of my control panel has a white background. It used to be blue & w/
fewer icons. (including the little music note one) How do I switch it back to
that look?

you should have an option to switch to "category view"

In the left-hand column, click the link "Switch to category view"

If you don't see this link, make sure that neither the "search" or
"folders" button is selected.
 
Don't see the "switch to category view". The whole thing is just icons & flat
white background. Nothing on the borders.

But I do see "search" & "folders".

Not sure what you mean by not selected. I haven't clicked on them.
 
Open Control Panel; click Tools, then Folder Options....,then click the radio
button for Show Common Tasks in Folders. Apply/OK. Top left is the choice to
switch to Category View.
