Control Panel Missing from Setting Menu

After attempting to delete a photo prgram from Ad and Delete Programs,
I restarted my laptop and found that Control Panel is now completely
gone from Settings. How can I fix this without reinstalling Windows
XP?

Hi Ramesh Srinivasan... thanks for contacting me. No, the entire
Control Panel has somehow been deleted. I've run searces and
everything else I can think to do, which isn't all that much. And
anytime I try to right click to try and change something that is
normally controlled via a Control Panel program, the operation is
cancelled and I'm told to contact the System Administrator which, of
course, is me. I can't do a system restore either for some reason.
Every date I choose says the system can't be restored to that point.
System Restore used to work fine, but now it doesn't. And this laptop
XP program doesn't appear to have a built in System Recovery program,
so since I don't have XP on disk, I'll have to buy one to reload the
complete operating system. I'm really stuck here. But I am assuming
that if I burn all my files to a disk and reinstall Windows XP, that
will fix the problem and the Control Panel will be there. Or will
it? Any suggestons you have would be much appreciated.

It appears that the "NoControlPanel" Policy / registry setting is enabled in your system.

You need to *delete* the "NoControlPanel" value in the specified registry location.

To open the Registry Editor, click Start/Run and type "regedit.exe" {press ENTER}
Be sure to backup the branch the registry key before deleting. You can do so by exporting the branch to a REG file, via the File - Export option.

come up with on my own. I created a NoControlPanel registry and set
it to "0" then "1", then back to "0" again ... and so on. Also
changed back and forth to XP and Classic views, and rebooted the
machine more times than I can count. Then downloaded several
recommeneded trial registry repair programs, but nothing worked (most
of those said they couldn't fix all errors without my buying the full
version). I don't know what to do next other than buy a hammer and
end it all. Any more suggestions? Thanks. Rob.

Good Afternoon Ramesh... I did exactly as you suggested and the
registry was successfully updated, as indicated by the message I
received. But still nothing. Tried rebooting a couple of times and
used my Norton System Works programs to try and fix any Registry
problems. Still no Control Panel and restricted access to my
computer. Is there something else you can suggest? Thanks again....

Ramesh.... just tried that and got the same "restriction" notice
teling me to contact the administrator.

It appears that the "NoControlPanel" Policy / registry setting is enabled in your system.
Ref:http://www.pctools.com/guides/registry/detail/543/
You need to *delete* the "NoControlPanel" value in the specified registry location.
To open the Registry Editor, click Start/Run and type "regedit.exe"{press ENTER}
Be sure to backup the branch the registry key before deleting. You can do so by exporting the branch to a REG file, via the File - Export option.

After attempting to delete a photo prgram from Ad and Delete Programs,
I restarted my laptop and found that Control Panel is now completely
gone from Settings. How can I fix this without reinstalling Windows
XP?
Hi Ramesh Srinivasan... thanks for contacting me. No, the entire
Control Panel has somehow been deleted. I've run searces and
everything else I can think to do, which isn't all that much. And
anytime I try to right click to try and change something that is
normally controlled via a Control Panel program, the operation is
cancelled and I'm told to contact the System Administrator which, of
course, is me. I can't do a system restore either for some reason.
Every date I choose says the system can't be restored to that point.
System Restore used to work fine, but now it doesn't. And this laptop
XP program doesn't appear to have a built in System Recovery program,
so since I don't have XP on disk, I'll have to buy one to reload the
complete operating system. I'm really stuck here. But I am assuming
that if I burn all my files to a disk and reinstall Windows XP, that
will fix the problem and the Control Panel will be there. Or will
it? Any suggestons you have would be much appreciated.

registry was successfully updated, as indicated by the message I
received. But still nothing. Tried rebooting a couple of times and
used my Norton System Works programs to try and fix any Registry
problems. Still no Control Panel and restricted access to my
computer. Is there something else you can suggest? Thanks again....

.... using Norton anti virus and am up to date and thought I was
protected. just did a "quick" scan and found nothing. currently
running a full scan. will let you know on that. without being able
to get to my control panel, how can i become the "administrator,"
even though i am already the adminstrator. if i could bypass that
warning i might be able to accomplish something. should i buy a new
program and, if so, what's my least expensive option... thanks rob

A single AV software may not be able to detect and remove all viruses and Malware. That's the reason many security experts suggest running a set of tools (ad-aware, SpyBot etc) in a combo to detect and remove Malware. In fact, malware enable those "restrictions" by writing to the registry directly. Visit one of the security forums below and post the HijackThis log. The experts there will help you detect and remove Malware from your system:

Control Panel has somehow been deleted. I've run searces and
everything else I can think to do, which isn't all that much. And
anytime I try to right click to try and change something that is
normally controlled via a Control Panel program, the operation is
cancelled and I'm told to contact the System Administrator which, of
course, is me. I can't do a system restore either for some reason.
Every date I choose says the system can't be restored to that point.
System Restore used to work fine, but now it doesn't. And this laptop
XP program doesn't appear to have a built in System Recovery program,
so since I don't have XP on disk, I'll have to buy one to reload the
complete operating system. I'm really stuck here. But I am assuming
that if I burn all my files to a disk and reinstall Windows XP, that
will fix the problem and the Control Panel will be there. Or will
it? Any suggestons you have would be much appreciated.

Hi Ramesh,

Tried every suggestion you gave, and certainly appreciate the help.
Nothing works and I need to take some form of proactive action now to
get this computer running right again. If I buy a new XP disc and
start freash, will that solve the problem and negate any virus I might
have on board? If so, what's my least expensive opition in that
regard, as I'm very short of funds at the present time. Thabks
again.... Rob

Hi Rob,

How about creating another user profile?

You can use your existing Windows XP CD itself. A clean installation should resolve all your problems, but ensure that you have backed up all the personal data/mails and other files to a removable media.

Another option is to restore the registry hives from an earlier System Restore snapshot ("C:\System Volume Information" folder). This procedure is somewhat tedious, but certainly possible.

Hello again Ramesh. I tried everything you suggested and what I could
come up with on my own. I created a NoControlPanel registry and set
it to "0" then "1", then back to "0" again ... and so on. Also
changed back and forth to XP and Classic views, and rebooted the
machine more times than I can count. Then downloaded several
recommeneded trial registry repair programs, but nothing worked (most
of those said they couldn't fix all errors without my buying the full
version). I don't know what to do next other than buy a hammer and

received. But still nothing. Tried rebooting a couple of times and
used my Norton System Works programs to try and fix any Registry
problems. Still no Control Panel and restricted access to my
computer. Is there something else you can suggest? Thanks again....

... using Norton anti virus and am up to date and thought I was
protected. just did a "quick" scan and found nothing. currently
running a full scan. will let you know on that. without being able
to get to my control panel, how can i become the "administrator,"
even though i am already the adminstrator. if i could bypass that
warning i might be able to accomplish something. should i buy a new

start freash, will that solve the problem and negate any virus I might
have on board? If so, what's my least expensive opition in that
regard, as I'm very short of funds at the present time. Thabks

Hi Rob,

How about creating another user profile?

You can use your existing Windows XP CD itself. A clean installation should resolve all your problems, but ensure that you have backed up all the personal data/mails and other files to a removable media.

Another option is to restore the registry hives from an earlier System Restore snapshot ("C:\System Volume Information" folder). This procedure is somewhat tedious, but certainly possible.

A single AV software may not be able to detect and remove all viruses and Malware. That's the reason many security experts suggest running a set of tools (ad-aware, SpyBot etc) in a combo to detect and remove Malware. In fact, malware enable those "restrictions" by writing to the registry directly. Visit one of the security forums below and post the HijackThis log. Theexperts there will help you detect and remove Malware from your system:

It appears that the "NoControlPanel" Policy / registry setting is enabled in your system.

You need to *delete* the "NoControlPanel" value in the specified registry location.
To open the Registry Editor, click Start/Run and type "regedit.exe" {press ENTER}
Be sure to backup the branch the registry key before deleting. You can do so by exporting the branch to a REG file, via the File - Export option.

After attempting to delete a photo prgram from Ad and Delete Programs,
I restarted my laptop and found that Control Panel is now completely
gone from Settings. How can I fix this without reinstalling Windows
XP?
Hi Ramesh Srinivasan... thanks for contacting me. No, the entire
Control Panel has somehow been deleted. I've run searces and
everything else I can think to do, which isn't all that much. And
anytime I try to right click to try and change something that is
normally controlled via a Control Panel program, the operation is
cancelled and I'm told to contact the System Administrator which, of
course, is me. I can't do a system restore either for some reason.
Every date I choose says the system can't be restored to that point.
System Restore used to work fine, but now it doesn't. And thislaptop
XP program doesn't appear to have a built in System Recovery program,
so since I don't have XP on disk, I'll have to buy one to reload the
complete operating system. I'm really stuck here. But I am assuming
that if I burn all my files to a disk and reinstall Windows XP,that
will fix the problem and the Control Panel will be there. Or will
it? Any suggestons you have would be much appreciated.

Hi Ramesh,

Thanks once again for the suggestions. I've been denied access to C:
\System Volume Information when I try to access same. And the Windows
XP CD that came with the new laptop was somehow lost in my recent
move. That's why I asked about the cheapest sorce for buying a new
one. There's so system recovery in this version of XP, and all my
prior restore points have become invalid and I cannot retstore to any
of them. Lastly, I don't have access to the Control Panel to create a
new user profile. So it seems I really am stuck. As a precaution, I
have already burned to CD all my personal and work files, so buying a
new program seems to be my only other option. I have most of the
programs I use on CD already, so with a little work I can get this
machine back to good running condition. So if it was some sort of
virus that caused all this to happen, from what I gather from you that
virus would be eliminated if I do load a new XP program. Is that
correct? And if so, I've found some XP disks on ebay for 70 to 80
bucks. Do you think that's the cheapest way to go for me. I'm
getting pretty frustrated, so I do appreciate all your help.

will fix the problem and the Control Panel will be there. Or will
it? Any suggestons you have would be much appreciated.

it to "0" then "1", then back to "0" again ... and so on. Also
changed back and forth to XP and Classic views, and rebooted the
machine more times than I can count. Then downloaded several
recommeneded trial registry repair programs, but nothing worked (most
of those said they couldn't fix all errors without my buying the full
version). I don't know what to do next other than buy a hammer and

Thanks once again for the suggestions. I've been denied access to C:
\System Volume Information when I try to access same. And the Windows
XP CD that came with the new laptop was somehow lost in my recent
move. That's why I asked about the cheapest sorce for buying a new
one. There's so system recovery in this version of XP, and all my
prior restore points have become invalid and I cannot retstore to any
of them. Lastly, I don't have access to the Control Panel to create a
new user profile. So it seems I really am stuck. As a precaution, I
have already burned to CD all my personal and work files, so buying a
new program seems to be my only other option. I have most of the
programs I use on CD already, so with a little work I can get this
machine back to good running condition. So if it was some sort of
virus that caused all this to happen, from what I gather from you that
virus would be eliminated if I do load a new XP program. Is that
correct? And if so, I've found some XP disks on ebay for 70 to 80
bucks. Do you think that's the cheapest way to go for me. I'm
getting pretty frustrated, so I do appreciate all your help.

You can create users using the "NET USER" command-line. Open a Command Prompt window and type:

NET USER /ADD <NEWUSERNAME>

The account should now be listed on the Welcome Screen.


If this is an OEM system, how about using the Recovery CD provided by the manufacturer? Recovery CDs should help you restore the system to the factory default state.

How about creating another user profile?

You can use your existing Windows XP CD itself. A clean installation should resolve all your problems, but ensure that you have backed up all the personal data/mails and other files to a removable media.

Another option is to restore the registry hives from an earlier System Restore snapshot ("C:\System Volume Information" folder). This procedure is somewhat tedious, but certainly possible.

A single AV software may not be able to detect and remove all viruses and Malware. That's the reason many security experts suggest running a set of tools (ad-aware, SpyBot etc) in a combo to detect and remove Malware. You need to *delete* the "NoControlPanel" value in the specified registry location.
To open the Registry Editor, click Start/Run and type "regedit.exe" {press ENTER}
Be sure to backup the branch the registry key before deleting. You can do so by exporting the branch to a REG file, via the File - Export option.

After attempting to delete a photo prgram from Ad and Delete Programs,

I went to the HP Web site and entered in all that appropriate #
information and was able to order a Recovery CD at a very reasonable
price. When it arrives, I'm sure I can restore this machine to a
proper state. All that said, I can't thank you enough for taking the
time to walk me through all the "processes" and for eventually leading
me to the last resort solution I needed. I would like to compensate
you in some way, so if there's something I can do for you personally,
please let me know. I would be more than happy to order something for
you on line and have it shipped to whatever address you desire. If
you prefer, please give me the name of your favorite charity and I
will donate $20 to that cause. So once again, thank you for your
help, and I will let you know how this all turns out.

Good Day Ramesh,

I actually found my set of recovery disks -- the disk I ordered online
will now be a backup -- and spent the day restoring my computer, i.e.,
re-loading the XP program, doing all Windows updates, re-installing
all my other programs, copying all my personal files back to the hard
drive, etc., and am now I'm up and running perfectly. In fact, this
machine has never run better!!!! Can't thank you enough, even though
your suggestions didn't actually pan out for me. The fact that you
were willing to help and took the time to help, restores my faith in
people in general. I will make a $20 contribution to the charity you
suggested and will ask that they allocate the funds to your choice of
programs. I will send you some form of notification that this was
accomplished. Meanwhile.... take care and thanks again.
