Control Panel Items won't run

When we click on any of the control panel items, they won't run. Nothing
happens at all, no error message, nothing. It's as if you never clicked the
icon.

Any ideas?

i've lost all text in add/remove programs area!!! all thats left are tiny lil' icons with no listing of the program

Can you manually launch a control panel applet?

For example:
Start->Run
Type: Control.exe %systemroot%\system32\desk.cpl
