control panel is not open

I have windows 2000 sbs server, the server problem is any security update can
not install, sp4 can not reinstall, control panel, network neigh and system
directory (winnt) can not browse. I have checked for viruses, and search
microsoft knowledge base but could not any solutions.

Look in your event logs and report back with any errors. Also, what
antivirus software are you using? How recent is the version, and is it
updated regularly?

For future reference - the best place to post SBS2000 issues is
m.p.backoffice.smallbiz2000.
 
there is symantec ent edt recent version, it is updated regularly and there
is no event log with this issue.
