CONTROL PANEL ICONS MESSED UP - Please Help!

After the first few minutes on my computer something seems
to happen which causes the control panel icons to shift to
the left of the screen, leaving a large area to the right
of the screen blank. My control panel consists of 2 rows
of icons on the left hand side which usually happens after
about 5 minutes of use on the computer. After the control
panel moves itself to the left, other problems seem to
occur because of this which dont seem to happen when the
control panel looks as it should. Other problems i have
noticed are that Windows Update will not load, I cannot
copy and paste any text, certain links on web pages do not
work and Microsoft Office does not operate as it should. I
have no idea what is causing this problem and it is very
annoying. As i said, these problems only occur once the
control panel has moved, during the first few minutes on
my computer all works well and looks as it should.

If anybody out there has some idea what might be causing
this problem or if you have any suggestions on how to
remove this annoyance, please get back to me. I have
downloaded SP4 from the MS website with no luck of solving
this problem. I have even tried formatting the hard drive
and installing a fresh copy of Win200 Pro but the problem
seems to find its way back. Please help.

When you said copy and paste won't work, are you getting an error
message when you try to copy and paste? Sometimes, machines infected
with the Welchia worm receive an error message when trying to copy. I
think the error is "RPC Service Disabled" or something.

Use another computer to download and run the clean up tools for the
Blaster work and the Welchia worm as well as the patch to secure against
these:

After downloading (or using another computer to download and bringing
them over on a disk), disconnect the problem machine from the network by
removing the network cable. Run both removal tools.

After the tools run, apply the patch from MS. Reboot the computer.
After the reboot, see if the problem occurs BEFORE connecting to the
network. Once the machine looks good, try connecting to the network.
