Control Panel icon not working

Windows XP Home

My Control Panel icon on my Quick Launch Toolbar is not working. I get an
hourglass for a few seconds and then it goes away. The same happens when I
click on Control Panel from the Start button.

It used to work just fine.

The only place it does work is from My Computer.

I have tried copying the icon that does work to the Quick Launch Toolbar but
it still won't work.

All of the other icons on the Quick Launch Toolbar work fine.

Any suggestions? Thanks in advance for any help.
