Control Panel error msg

Installed Samsung MP3 software- wouldn't work- opened Control Panel- Error
msg "an error ocurred while Win was working with C:\Win\sys32\netsetup.cpl"-
Ok and get control panel display but has over 400 entries "Toshiba Power
Management"- tried sys restore- warning "changes made to drive E cannot be
reversed because drive was excluded from sys restore monitoring".

Have Win Sys 2 service pack- heard it has problems- wonder if that's the
trouble.
Installed software OK on diff computer without Sys 2 service pack.

Start>Run>type in MSCONFIG>ok

Click the Startup tab

uncheck IPMON32

click Apply

Thanks- tried unchecking IOMON32- on restart, error msg" You have used sys
config util to make changes in way win starts. The sys config util is
currently in Dx or selective startup mode causing this msg to be displayed
and utiliity to run every time Win starts. Undo the changes you made using
sys config util". OK- Then sys config comes up with box to check "normal
start". Accepted their instructions. All 400+ "Toshiba power mgt" entries
were gone but every time open Control panel, same error msg and adds about 10
"Toshiba Pwr Mgt" entries. Any other ideas -thanks Hal
