Control panel does not work

Hi,
I have a Vista Business pc. When I select the control panel from the start
menu, the control panel displays for a brief moment then the window goes
white. No icons display.

Thanks for the assistance.
Ihave tried the hotfix. The control panel did work once. Thereafter it
complained that IE could not start.
Further suggestion will be appreciated.
