I have a problem with my control panel, when I try to open add/remove
programs only about five of the programs scroll out and stop. I want to
remove a program that I cannot get to.

Try a malware scan:

First download LSPFix use it if your internet connection should fail after
removing malware.

The number of times it has been given out as a viable option leads me to
believe that this has been extended. You should, of course, verify this on
your own.
