No programs are visible except in Safe Mode.

Check this first:

Click Start => Run and type in "regedit" {without the quotes}

Navigate to the following key:

HKEY_CURRENT_USER\Control Panel\don't load

Before making any changes, highlight this key and Backup (Export) it
for safety by going to File => Export.

Look in the right-hand pane for items that have a Value set to "No".

If there are a number of them, right-click on each one and Delete, but
leave the entry 'ncpa.cpl' as is.

Log Off/On or restart the computer.

SORRY, DISREGARD THAT POST. I misread your post thinking that nothing
was showing in Control Panel and not just in the Add or Remove
Programs.

Sorry about that.

Try this first:

First make sure that the list is indeed blank, and it's not a case of
a large blank space followed by the programs - use the scroll bar on
the side.
If it is indeed completely empty:

Try these steps:

Click Start, click Run, and then type "regsvr32 appwiz.cpl" {without
the quotes, and a space after regsvr32}

Next, open the Registry Editor by going to Start => Run and typing in
"regedit" {without the quotes}.
Locate this key:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Uninstall
Are there sub-keys with programs listed?
