Control Panel Crashes

The first time I load up control Panel after Rebooting it
makes the Taskbar Disappear and then does not load but if
I try to load it a second time it loads.
There is nothing in EventViewer.

I have Scanned with the Following
Norton Anti-Virus 2004 Pro
Ad-Aware
Spybot S&D

All are updated and found nothing when I scanned.

I an Running Windows XP Professional SP1
I have all updates from Windows Update.

I recently had a Dialer that deleted system.dll in
c:/windows/system32/ I dont know if that was a system
file or a Fake file.

It happens for WinXP PRO
All of sites in google are for Win95/98/ME/2000/NT
