Control Panel Changes Don't Stick

On my new pc, I chose the Classic windows desktop with the old default
colors, classic start menu, no screen saver, no sound system. About every
third or fourth time I start Windows, I find that all these settings have
reverted to the Windows XP Pro defaults. Or, I should say that SOME of the
settings have reverted. Nothing I do (resetting the options in Control Panel,
changing settings with TweakUI powertoy, etc.) seems to make it behave
normally. I made exactly the same UI changes to three other pcs and only the
new one is giving me this problem. What's going on? Any ideas on how to fix
it. (I am running AVG antivirus and Webroot spysweeper and I am not detecting
any viruses or spyware.)
 
Try disabling the Themes service. It isn't needed for Classic.

Open Services...
Start | Run | Type: services.msc | Click OK |
Scroll down to and double click: Themes |
Click the Stop button | In the Startup type field,
select Disabled | Click Apply | Click OK
