control panel- add/remove programs

In control panel, I cannot access 'add/remove programs'. I
have tried countless times to open it, and have also
rebooted my computer to no avil.

Windows 2000 Add/Remove Programs Tool Does Not Open

SYMPTOMS
When you try to open the Add/Remove Programs tool in Windows 2000, it does
not open and you do not receive an error message. The window may appear
briefly, but then it disappears.
CAUSE
This issue may occur if a registry entry is missing.
RESOLUTION
To resolve this issue, add the missing registry entries:
Click Start, and then click Run.
In the Open box, type cmd, and then press ENTER.
In the Command window, type regsvr32 mshtml.dll, and then press ENTER.
Click OK to confirm that the registry entry has been added.
In the Command window, type regsvr32 shdocvw.dll -i, and then press ENTER.
Click OK to confirm that the registry entry has been added.
In the Command window, type regsvr32 shell32.dll -i, and then press ENTER.
Click OK to confirm that the registry entry has been added.
Close the Command window.
