Control - Alt - Del

[Primal Ooze]

Keying 'Control - Alt - Del' used to bring up a small window that showed running programs and also running processes.
Now it only shows the running programs and is impossible to get rid of (no 'close' button.)
What gives?

Double click the border to get it back to normal.

Double click on the top border when you get the double arrows.
