Unable to stop the three control switches from flashing (1 green and 2
red)no printer control at all, can only switch off printer via power
lead disconnection.
Would be obliged for any suggestion what this could be, or is it time
for the bin. Thanks for any help you may be able to supply.

Quite often on an Epson that indicates your "waste pad" is full of ink and
requires replacement. That's the large felt pad in the base of the printer.

The printer doesn't actually know whether the ink pad is full of ink . If
you go to Google Groups and search for "1270 sponge counter reset" you
will find advice on resetting the printer if you want to do the job
yourself, or at least carry on printing until it is convenient to have the
printer serviced (or not, as the case may be).
