Content-Type for encapsulated emails ?

I need to encapsulate, to wrap the email (Email1) into email2.

Email1 is base64-encoded. Which Content-Type...do I need to
provide so that double-click on the attachment will make the
Outlook/Outlook Express open the attachment as email in separate
email ?

Is this good :
Content-Type: application/octet-stream; name=email
?

Do I need to make filename extension .eml ?

Since you are asking about Outlook (the topic of this newsgroup), just
configure Outlook to forward as attachment (instead of inline).
 
or if you just need to do it once., select two messages, right click and
choose forward then delete the second attachment.
