When using Outlook Express the contacts could be displayed on the right side
of thescreen under the local folders. Is this layout option not available in
Windows Mail?

Nope.
But since the contacts are now stored in a folder, you can just leave the
folder open.
You can right-click on a contact, select Action - Send email
