Under Options, I have Checked the box that states "Automatically complete
email addresses when composing". It's not working. HELP!

Auto-completion does not work very well in Windows Mail. It uses a
separate list of the last 29 recipients you've sent mail to.
You can upgrade to WLM where it works perfectly:
