How can I place my contacts under the local folders columon on the left hand
side . I cant figure how to change the layout Thanks

Assuming Windows Mail:

You can't.

You can make a subfolder (Rightclick, New, Folder) and store contacts in it, but contacts cannot be a member of more than one group like before.
