contacts for sharing which folder to use?

setting up new office 2003 server and 2003 exchange server.where should we
make folder?new folder in public folders?use global address list?
personal folder call contact-what is purpose of it?
 
It depends on what you want to do, which you didn't offer any details about.

FYI, the group for contacts issues is microsoft.public.outlook.contacts.
