Contact Won't Display in Address Book: OL2003

I have a Contact that I can 'see' via My Contacts, i.e Address Card
View but this Contact is not listed in the Address Book. Any attempts
to this Contact as a new Contact results in being informed that the
Contact already exists. If I proceed to create the new Contact regardless
the Contact remains visible via My Contacts but not the Address Book.

Can somebody explain how to reconcile this issue so I can 'see'
the Contact in the Address Book?

Add the service
Outlook Address Book
then you can choose your Contacts as an address book

Right-click the contact folder which contains your new contact(s), and
select Properties. In the Outlook Address Book tab, make sure the "Show this
folder as an e-mail Address Book" box is checked. Then, when sending a new
message and you click the To button, use the "Show names from the:"
drop-down list to select your contact folder.

Thanks to both responses but I should apologize for not being thorough
in my post as I have had the recommended properties configured all along
and should have indicated that when posting.

I also mispoke with regard to the 'Address Book' which is apparently
not used in this context and which appears empty if selected from the
Show Names dropdown when using New > To > Select Names (dialog).

Contacts on the other hand is listed in the Show Names dropdown and
the Select Names dialog is where I am not able to search or otherwise
locate and see several entries which appear via the Contacts folder.

The Outlook Address Book should appear empty in the Show Names dropdown. It
is merely the shell that holds Contact Folders.
Your description is confusing. I would assume you have still not configured
the Outlook Address Book to display the correct Contacts Folder.
Go to Tools | E-mail accounts, select "View or change existing directories
or address books", and click OK. If you don't see the OAB in the Directories
and Address Books list, click the Back button, then select "Add a new
directory or address book", then "Additional Address Books", and add the
OAB. Then keep clicking Back until you get back to the first dialog box,
and go back to the Directories and Address Books list as you did earlier.
Once the OAB appears in the list, select it and then click Change to make
sure the Contacts folder(s) you want to display are listed. If any of them
aren't listed, you'll need to enable those Contacts folders as Outlook
Address Books by right clicking the folder, selecting Properties, clicking
the Outlook Address Book tab, and checking the "Show this folder as an
E-mail address book" box. Make sure you restart Outlook after making these
changes.

Thank you but all of that has been done long ago and for the most
part all is well. I really don't know how to describe what is occurring
any clearer than I have.

Again, there are several entries that can be seen and accessed via
the Contacts folder which I prefer viewing as Address Cards. I can
navigate to an address card to observe 'John Doe' for example but
when I attempt to view John Doe via New > To > Select Names dialog
John Doe's record is not listed.

Now comes the solution I just figured out. Each entry MUST have an
e-mail address recorded or it will not be listed in the Select Names dialog.

I would consider this issue closed and thank people for their comments.

Naturally. Why would you expect a Contact without an email address to appear
in the address book? The only purpose of the Outlook Address Book is to
display electronic addresses to which you might want to send messages.
