Consent UI Error

I am receiving an error box that tells me "Consent UI for administrators has
stopped working". The problem details are: Program Event Name - APPCRASH and
the application name is - consent.exe. I have lost all control of many
Contorl Panel items, all administrative tools, add remove programs and the
message also appears when launching some programs.

Microsoft will not help me because I have an OEM version and Dell, who I
bought the computer from, is useless.

Any assistance is appreciated.

I don't have an answer for you but we can try and narrow down the cause.

The First Question Of Troubleshooting: what changed between the time
things worked and the time they didn't?

If you can answer the First Question by saying, oh I installed this
program/hardware/driver - then reverse whatever you just did.

If you can't figure out what changed and this is a sudden change, then
use System Restore to go back to a date when things worked.

To run System Restore, go to the Start Orb and in the Start Search box
type "System Restore" without the quotes. System Restore will appear in
the Programs result. Click on it, allow the UAC prompt, and follow the
wizard.

What changed between the time things worked and the time they didn't?
Answer - No changes had been made. ie: hardware or software.

and

System Restore - could not be run unless in safe mode. Unfortunatly I do
not have a restore point prior to this issue starting. I ran it in safe mode
using the earliest date available and still had the same problem.

Point of interest - I turned off UAC and now all functionallity has
returned. The OS performs as it should. What can we do to correct this issue
so I can turn UAC back on.
