Connected new Seagate external HD

I've installed a new external HD 160 gigs but when its connected it
only shows 149 gigs available.

I've ran thru every possible variation and I have no answer for 10+
unavailable gigs.

Help!!!!!
 
Hard drive manufactures use base 10 numbers to describe the size of their hard drives, Windows uses
Binary so the amount Windows displays is always lower than whats on the box of the hard drive.
