I have a client that needs to connect to a remote network via VPN and browse the internet from the local network at the same time.

How can I accomplish this?

Use the local default gateway rather than the remote default gateway. This
may open the remote network to potential security issues. Some network
admins will not allow remote users to do this when connected to their
network by vpn. Check with the network admin.

right click your vpn icon in network connections.
select "properties"/networking/tcp-ip/properties/advanced
button/remove the tick from the box that says:"use
default gateway on remote network"
