How do I configure the XP firewall to allow some programs
but block others? At the moment it doesn't seem to
differentiate but lets them all connect without asking.

I'm sorry, but XP's Internet Connection Firewall can't do what you
want. It only controls incoming Internet traffic.

The Windows Firewall in the upcoming Windows XP Service Pack 2 can
control outgoing Internet traffic, as can many third-party firewall
programs.
