It was being hosted by shadowserver.org prior to April 1. On April 1,
there was a notice on shadowserver.org that seemed to indicate a change
in host. Traceroute to that IP now shows that it's being hosted or
routed through isc.org (Internet Systems Consortium):

The likelihood is very high that this is labor contract related. The
AT&T/CWA labor contract expiration is too coincidental and the failed
(cut) fiber cables are all in manholes where only those familiar would
know where & what to damage. This is all most unfortunate.
