Conditional statement (if - then) within SUMPRODUCT

I have data that matches 15m increments from 12am to 11:45pm. The end-data
needs to be in either hourly or half-hourly.

Is there a way to write the sumproduct to search for 12a, 12:15am, 12:30am,
and 12:45am and give a sum of anything in the respective cells? I might have
to do this additionally for 12am and 12:15 and 12:30 and 12:45 separately.

Currently I built a column next to it to and filled in the cells to show
12am for all four.
Time stamp Hour tab Skill Calls
12:00 AM 12:00 AM Skill 1 1
12:15 AM 12:00 AM Skill 1 3
12:30 AM 12:00 AM Skill 1 5
12:45 AM 12:00 AM Skill 1 9

My idea was SUMPRODUCT (--(andif((A5:A9)<=B2),(A5:A9)<=B3)),(D5:D9)) where
B2 = 12am and B3 = 12:15am

Any ideas?
