cell a1 thru a5 holds values x1 thru x5. Cell b1 thru b5 holds values y1 thru y5. cell c1 thru c5 holds values z1 thru z5 which is the percentage of x/y. I want to do icon conditional formatting based on row 1, dependent onlyon row 1 and not any of the other rows. ex, z1 value is 80% so the icon is4 filled bars, but is entirely independing of the values of rows 2 thru 5.how can i achieve this?

First thing is to have the image file in place on your sheet. Then
simply toggle its .Visible property to align with your conditions.

Note that the image can be any graphic file format, but if you want
transparency then use GIF with transparency set to the background color
in the image. Another approach is to use an app that converts any image
to ICO format. Also, there may already be a built-in ico that matches
what you want.
