Conditional Formatting Anomaly

I'm using the formatting paintbrush to copy a conditional format t
multiple cells. The format is based on 2 conditions. The firs
condition turns the cell blue if the number is 1% higher than the bas
cell in column B. The second condition turns the cell yellow if it i
1% higher than the base cell in column B. The cells which fall i
between the +1% and -1% will stay unformatted.

When I copy the format with the paintbrush, the cells that should b
unformatted turn a color (yellow or blue). There are external link
(not to the conditional formatting) if that makes a difference. Othe
than that, I don't see any reason why it shouldn't work. If I go int
the conditional formatting and retype the conditional format in, i
works.

Here is the equation....

Format 1.
if cell value is greater than $B1+.01 than turn blue

Format 2.
if cell value is less than $B1-.01 than turn yellow

I have no idea why this doesn't work when I copy it.

Please HELP
